I am making best guess that this is a ram. The face is definitely more mouse like but given a choice of bull, goat, ram or wildebeest, I’ll stick with ram.

But what he is doing with a cup over his head on a gutter in West Cork has me beaten. What he and his mates are doing stuck on a gutter in Dunmanway is a question well beyond my knowledge.
I have seen some embellishments on cast iron hoppers including dates, royalty, a dragon or two, a few ghostsigns but a ram with a cup on a gutter in the home of Sam Maguire was completely new to me today.
Unfortunately when I went into the shop to ask if there was any story or reason, it was news to those within as well, not having noted it before.
