Sometimes I think that those responsible for creating signs and messages believe that they only have to get the gist of the idea across, that the reader will be able to get the message anyway.
I expect that the vast majority would assume that the telephone number is a Freephone number to report litter but those who read literally could have a number of questions:

- Is the phone free of litter? What is a littered phone?
